Any parts of the map that are already uncovered (discovered) will not get the new content and the new content will only appear on areas that are far away from uncovered areas of the map.

This means that if a console command (or mod) was used to reveal the whole map, that map wont receive any of the new content unless the map is once again "undiscovered" (covered up again) and refreshed.
