That appears to me as solid developmental consistency and in no way looks like a cash-out.
While I can appreciate your disappointment with your remark, "any of the their updates", I cannot accept your conclusion. Development has not ceased and it continues. That is not a cash-out by any definition.
You may well have been sold on their great idea, but it appears that you have a lack of understanding of the scale and length of the development process.
Most games that reach a successful release from Early Access do so after several years and the average is usually around 5 years.
Your conclusion and the comments you made in your review say more about your expectations, minimal experience of EA titles and game development in general, let alone a clear lack of patience...
which begs the question, if you have no confidence in Iron Gate and their game, then why are you still here?

It is not as simple as amount of "updates". For example, there could be 50 bug fixes and balancing patches, and still not have any atctual content implemented.
