I'm all for the challenge in Valheim, but I feel like this is heavily reliant on luck. Like, they already have to be caught during certain weather and a certain time of day, but you also have to be lucky enough for one to spawn near shore too? I suppose the challenge could just be that the game deprives you of half your loot on this fairly elusive enemy.

True, but I believe the scales isn't required to progress. It's more of a bonus thing which you could try and get when the opportunity presents itself.
