My latest character started by taking over a small berry village that had like 3 or 4 enclosed berry bush patches but the berries have never grown back. Was kinda hoping that fertilizing the berry bushes would increase either the yield of berries acquired or rate of which they re-spawn but sadly that isn't the case.

Not a massive concern for me as I use the additional space for carrots / turnips. Just a bit disappointed that the berry bushes are useless and not impacted by fertilized ground.
