Is "it is designed that way" your thoughts on the matter, or do you have devs quote about that? Also what's so tactical about not being able to hit anything below your ankle a feet away from you? If anything the way they made you swing spear from high to low suggests that they tried to make it as encompassing as possible, hiting high and low and not just right before you.
