I've seen a few people report this but, sadly, no solutions. When they try it on another computer it works fine.

This may be a total boondoggle ... but may be a workaround for you ...

I recently read that you can enter the commands/cheats into the chat window without opening the console by prefacing them with "/" such as:
/devcommands
/ghost
/spawn wood 200

I haven't actually tested it so I don't know if it will work, or maybe it won't work anyway because of the F5 issue you're having, but might be worth a try next time you're in there.
