I am having precisely this exact issue. Down to the last detail. Crazy flickering on the main menu, cannot interact with any of the options. When I focus away from the game window it looks fine, no flicker. When I focus back onto the game the flickering returns, rendering the game entirely unplayable.

EDIT: I disconnected my controller and it seems to be working fine now.
