This should not happen, Raids have a timer of 30mins (don't know exactly) , so if you have 5 raids in 8 mins you should not use the console-command for your purpose.
Console-commands are development tools, not game features!

I have not tested this issue but if it is true what you wrote the console-command seems to stop the raid but not resets the timer.
