I had a base where I was putting my garden on the shoreline as someone suggested. So I hammered the rocks away and then filled it in smooth with dirt/rock/ Then when I tried to cultivate the spot it said not allowed.

because mistlands is where you grow mushrooms and you can't actually grow anything else there.

you do realize that farms are biome specific right?

can't plant barley and flax anywhere but plains, can't plant the mushrooms anywhere but mistlands.

so trying to expand a farm from one biome to another is a nogo, especially when it's mistlands.

You might want to figure out what the word cultivate means.

Absolutely nothing in the game can be planted until you cultivate the soil to allow things to be planted. So your whole mansplaining gardening and biomes was completely pointless because seeds cannot even be planted.
