Only way i was able to "fix" it is by capping the max framerate anywhere between 30 to 60 fps (directly from the video card panel). With this I'm able to have it at around 60-65 Celsius. Without capping, even if i put everything on low i have like 90+ Celsius and even PC shut down cause temp is too high. I have a Radeon Rx 480 (8gb) and a ryzen9 3900x.

Edit: and all of this is with fans optimized and even undervolting on gpu.
