Not a Live Service, they don't need to rush content to keep subscription fees and micro transaction money rolling in. They've already had more initial sales then would of been expected for years, so they are set there, which means they can focus in quality, which is the correct thing for a good developer to do.
If you expect a game to keep you entertained 24/7 then you shouldn't be looking at a $20 Early Access title, and its disingenuous of you to expect it.
