It's a mod, it should have it's own web page with instructions. Or you could ask Tim the Enchanter. I used it once, I recall that you need to have various magical resources - magic gems and powders and a weapon or armor to enchant. Oh, and a nearby workbench. There will be an Enchant tab next to the Craft and Upgrade tabs.
