I was curious about the question too. So when you equip that shield, movement is then -20%?

I guess? Unless the other five is from another shield?
Edit add - or maybe the 15 is the already combined number?

You should be able to check by un equipping everything and checking each item one at a time. Then try combinations.
I know you can run faster with your armor unequipped as well... well chest and legs, hats don't have a movement penalty.
