The more cargo you have inside, the heavier it gets so its logical that its more difficult to move it. When you open storage area, you can see on the right side how much does the cargo weight. If it is near 2000 kg or more than that, you wont be able pull it unless your road is perfectly flat. Keep the weight of the cargo below 1500 kg if you want to be able to pull it on slight slopes.
