Total penalty is from every piece of equipment you are currently using with a movement penalty. If you have a 1-handed weapon(-5%) out, your total is -5%. If you have a round shield or buckler(-5%) then your toatl is -5%. if you have a 1-handed weapon and a round shield or buckler your total is -10%. Most tower shield have a 20% penalty. If you are wearing armored chest (-5%) and armored legs(-5%), your total is -10%. If you have a 1-handed weapon, a round shield or buckler, armored chest, and armored legs, your total is -20%. The stats on anything with a movement penalty will show the movement penalty from that item and the total of all currently equipped items.
