I don't understand where your misinformation is coming from. Every source I can find states that fulings start attacking after defeating Moder, as per patch 0.154.1 on June 9th. I just replayed this game in November, from beginning to end, and this absolutely was the case. I don't see anything in any patch notes between June and now even stating how to enable the fuling event.

Also, the wiki includes every patch note through 0.206.5 from December 14th, so again, I really have no idea where you're coming from here. The Events page was last updated on October 23rd.

Unless you can cite your sources, I'm going to have to start a new seed and play through Moder to find out for myself.
