Yes the sound is there to let the player KNOW that they are being damaged by fire. If it wasn't that way in the beginning, it's probably because someone whined about dying while cooking food and couldn't figure out why.
I am not being damaged by the fire, im standing on the edge of the hearth, i put way more than 4 racks across the hearth because i don't like spending a year to cook food on it, and stairs would still do nothing as the second i step on the edge of the hearth it starts ticking down its health and breaking, i have no idea why you are trying to imply that this is good game design when it is just plainly annoying to deal with and a bad fix if it was indeed implemented because people were walking into fires, i'd ♥♥♥♥♥♥♥ notice if i was on fire and taking dmg
