Nope. Each zone/type of fish has it's own bait now. So, if you're like me, and enjoy (used to enjoy?) wandering around multiple zones fishing, you need to craft & drag all the assorted baits you might possibly need along your trip.

I like the new fishing system itself, tbh. But, yeah, it's not great when you have limited inventory, and need to carry 7-8 kinds of bait, and 20 kinds of fish. :\

Bait & fish bags would be a great addition to the game.....
