Maybe raids appear more often in the evening because then players usually come back to their base to sleep. As far as I know raids need a bed or other base structures nearby.

In general I didn't really pay attention to when raids start, but I definitely had them at every time of day (more often during the day, probably because I sleep the night away while in my base).
