Because Vikings were well known mariners. Hence swimming, to maybe things like sunken ships for loot seems a no-brainer to me. To me, the more modes of exploration we have is a good thing, weather is has anything to do with Norse mythology or not.

Maybe after Update 4: Mistlands they might add another biome. If you want underwater exploration, game play, add Grounded to your game library. The Grounded developers added a lot of underwater stuff in their last 2 updates.
