if your friend set up a dedicated server, then as long as the server is up and running you should be able to join. this rn takes a bit of effort, and needs the computer up running to function. if your friend just opened a local game to friends without setting up the dedicated server (which is the most likely scenario), then when he logs out the game stops. and you won't be able to log on/see it until he opens it up again.
