The game does not work like that. This isn't an MMO.
Servers are virtually all private or friends only.. each server, unless modded, only has 10 person capacity.

You can host your own dedicated server or rent one. People typically put passwords to prevent griefers. You can play solo or Listen type server that shuts down when you leave.

So it does not matter how many other people are playing at all.
