Did you just spent the 1500hours on "Public test server" that's on you... if said admin has no knowledge about hosting and doing backups then yup it's all gone, if he has the backups then you can ask him to upload the world and continue playing on singleplayer or make your own server with said world.
If that was official server... well dont even bother with support ticket.
