The game's random spawn mechanics don't care whether the terrain has been altered. If no spawn is occuring around your base it's because of the structures there. Certain structures block the spawn (full list is here: https://valheim.fandom.com/wiki/Player_base ).

There are no structures from the list at my base perimeter and I have no spawns on levelled ground. Tested this for hours and I know what I've seen. Got my base surrounded with levelled area. Enemies spawn, but just beyond levelled ground. At the edge of levelled terrain there is a palisade, which prevents them from coming closer, agro on player and attack the palisade.

Also I'm pretty sure that a single patch of unlevelled ground can spawn a lot of enemies. So it works only if done properly.

This works for regular spawns, not sure about the events, but so far enemies during events seemed to spawn beyond levelled ground.
