I'm not certain but I don't think so, I believe you'll just end up burying the rock. Also I don't think you can raise ground on top of rock. You can raise ground up and over rock but you can't raise ground directly on top of rock. It would also be nice if you could plant trees on top of rock but you can't.

Building with rock on rock works well. Rock walls embed nicely in rock. I do this regularly to square and level off the tops of rock pillars in the plains prior to building on them. It takes LOTS of stone to do that, though.
