I dunno if it's not the way it used to work, but skeletons 100% respawn at burial chamber entrances. I see them all the time and the remains left from them fighting with greydwarves.

Which, honestly, seems like a good thing to me, since bones would be hard to come across otherwise, I think, and skeletons are not really threatening.
