Yeah, "exploremap" and "resetmap" are only for removing/restoring the fog of war from your map/minimap display. It doesn't have any effect on content.

(also note that "resetmap" doesn't just make unexplored areas concealed again, it restores the fog of war for the whole map - explored areas included, though generated terrain and content will still be there in whatever state you left them in).
