I believe it is just probability. I needed two drake trophies for the helm in the wolf armor set. Got the first one when i killed my third drake. By the time I got the second, I had forty freeze glands in a chest. There were a few drakes I killed that I don't know what they dropped because their corpses tumbled down the mountainside while I was busy with their siblings, or wolves or a pesky stone golem.
