Starred wolves only spawn at night. They tend to come in packs with other wolves. They spawn at the places where the day time wolves spawn and you can attract their attention by making noise. 2 star wolves only have a 1% chance of spawning so if you kill wolves and let them respawn you have a better chance of rolling that 1%. The downside to that is that by the time a 2 star wolf shows up it may be very close to morning and you might not get a chance to start taming before it despawns.

Go ahead and tame 0 and one star wolves as you find them that way you can start breeding them and only have to find one 2 star wolf to start breeding and culling your pack to all 2 stars.

I've always had more trouble finding a 2 star boar since the tame ones won't follow you and you can't really transport them to where you want them. The 2 star boars I've found have always been on the border of the meadows and the plains and most of the time fulings or deathsquitos kill them before I can get them back to my base.
IDK about mobs but bosses certainly do have more hit points.

Hit points are set by number of players at the altar when summoned.

For me and the two star wolves it is just my bad RNG . I accept that in some games some things will just be harder to get or nigh impossible for me.
Both mobs and bosses have more HP and hit harder in MP worlds. I think it is 5% increase per player. However if other players are not in the area mobs will have normal HP and attack dmg.
@OP: you must be doing something wrong or it is pure bad luck. I never spent more than 2-3 ingame days to find a 2star wolf.
So the first step is to search at night. When you see a pack of wolves, mark that location on map because there is a wolf spawner and that is most likely the place where you will find your 2star wolf. When you have several spawners marked on the map, visit them during the whole night. If you see a pack and there is no starred wolfes, kill them anyway and move to the next location. But remember to always kill them all to enable the next group of wolves to spawn. Not sure about spawn rates but i remember killing 2-3 groups per night at the same location.
