You aren't wrong. You can still get by with all the tier 1 weapons in the game, mainly because they cost less stamina to use. You also train yourself with that particular weapon or tool that much more, allowing you to properly level up your skills, which in turn costs even less stamina due to high skill levels. The Shield however, should probably be upgraded as much as possible.
