I think I had this happen shortly after Hearth and Home, but it was so long ago I don't remember the fix. Try running a search on it I guess. It may have been a mod.

Added: I found my old post, apparently it was the NoDeathPenalty mod. I've stopped using it and switched to V+ instead, which has a setting for skill drain.
