You can remap anything you want in the steam controller configuration menu. Use your imagination. The game also supports simultaneous use of mouse and keys and controller so you can have some buttons on your controller mapped to keyboard buttons or mouse actions if you need to.
Before the gamepad sensitivity slider was added I had my DS4 controllers right stick set up as the mouse so I could increase the sensitivity for camera movement via mouse slider. I also setup some button combos on my controller to zoom the minimap in and out and the camera in and out since those actions are only available on the mouse and keyboard.
