Outpost with portal near a surfling spawn is much better.
disagree about swamps. they are probably the safest biome (excluding unfinished mistlands). just build your base on a tree: only ghosts will be able to reach you(and they spawn only during night time. so sleep or teleport elsewhere).

easy to set up farms for entrails, blood bags and cores(and if you're lucky a lot of iron too).
also i've noticed that often you can find a swamp with a plains nearby. which makes it ideal for planting flax and barley (especially if it's a tiny biome)

The plains are easily the best biome to build in. If you wanna live in a tree where every time you leave your base you become wet, be my guest. Enemies are a non-issue in every biome but black forests where trolls can deal significant damage to a base, but other than that a stone base is literally impervious. The plains are the nicest looking biome in the game and houses currently end game materials which are super easy to obtain if you live in the plains and much harder when you don’t. I’d rate the mountains as the second best biome since almost no raids can occur there (most notably no troll raids) and it never rains, so wooden structures will never degrade without a roof. I’d also put the meadows over living in the swamp due to how relaxed and easy the biome is. Unless you like being wet, the swamp is not the biome I’d recommend building in.
