You can reassign the numpad keys, which I do cause I'm a lefty, but you can't remap the toolbar. Which is an odd choice, and never a good idea to have keys that can't be rebound.

Although I haven't really needed to switch those out in such a hurry that it ever bothered me. It would be good if you put this over in the suggestions forum.
