Losing power to a pc shouldn't delete items in the game. No other game has this issue.

Losing power to a PC unexpectedly can kill hardware, let alone your files. Increasingly it doesn't these days but that's by no means guaranteed, ever.

And yes your character probably is your personal file, worlds save server chars save local. Unless they're using the server save chars mod, but then that should have saved you on crash unless the server went down too.

Anyway. There's fixes, to a problem devs can't solve.
