When you explore more islands circling around your starting island, you'll find more towers and burrial chambers in Black Forest, with chances to find also a vegvisir stone in those places, uncovering alternate locations for the Elder's altar.

Hopping from an island to another seems possible with raft alone as most seeds look like generating confetti maps. Just take care to not cross ocean by night or tempest, i.e. restrain yourself to small channels, and avoiding upwind conditions.
