They need to get rid of the stop movement part of the carry mechanic. If you carry over the weight limit you should just move to a crawl, not completely stop. Why it doesn't work is that you can easily toss the item in front of you, walk forward to pick it up, walk until you stop and repeat. It doesn't do anything but add extra steps, thus wasting more of the players' time.
