Fallout: New Vegas.

Fallout New Vegas had an existing engine (Bethesda Engine) to create content from, but more than that, a lot of its content is recycled material from Fallout 3. Since it took Bethesda about 4 years to develop Fallout 3, let's be a bit more honest here with the real development time for NV. It's 18 months + 4 years from the content it got from Fallout 3. ;)

Also, when NV came out, it had a ♥♥♥♥ ton of game breaking bugs. So rushing its core development of 18 months wasn't a good idea.
