Devs have confirmed that both nighttime and storms boost the serpent chance.

edit: Be wary of fighting them in a really bad storm though. Your ship getting tossed around by the waves can make it hard to land shots on them.

would be great if You could share some links to this article or blog entry. I remember reading recently discussion about spawning conditions for 2-star wolves and the thing is that people keep repeating some nonsense that either went obsolete some months ago...or never was true.
