I think I read a long time ago that the village spawns don't respawn. But random plains fuling spawns can appear there while you're gone, unless you placed a base structure of your own there.

Never seen a shaman or berserker return on a village site, and I tend to revisit them fairly often since I like being thorough with recycling their materials...
