I've never played multiplayer (yes, some people forget that it's also a single player game), but I admit that if this sort of thing happens, it must be awful to experience. I think that indeed, at least the server admin should have access to commands. This is in no way bad for the game and it can allow for more flexibility. It has no bad side. It's just a good idea.
