There's nothing to fight in the unmodded game prior to mistlands that magic will be balanced for. Every tier is pretty much trivialized the moment you get the first couple of pieces of gear crafted in it. Magic is a step up from what is already there. This game would need redesigning from the ground up to put it in the low game correctly.
