That is very annoying. With a controller (at least), it's one button to pull out weapon and shield if you can it out before you went in the water. It takes a second, but I usually have enough time to then raise the shield for a block/parry. I assume there's a similar button on the keyboard/mouse if that's what you're using.

Of course, if you already died, picking up your stiff on the other side could be a bit tricky.
