Them being zombies does not warrant being able to shoot from underwater. Being able to survive underwater, however, does make sense because zombies are usually "undead", like skeletons. Again, no issue with them being able to move/survive underwater. The problem is them being able to shoot. Which I have an issue with, both lorewise and gameplaywise. The latter being the most important. There's no real counterplay when you get accidentally beached by a structure you couldn't see, and get stranded while being shot at underneath and having no way to fight back. You can try to reverse the boat, but most of the time, it's too slow that your boat will break first. It's not like you can repair the boat while sailing (which might also be a good solution). It's just straight up unfair.
