By melle I meant that you can get the most benefit out of the fenris set in melle fights. If you use root armor or eitr-weave armor you will be using bows or magic weapons accordingly.
The Armor value is the last line of defence only when you miss the parry/dodge (which sometimes happens to anyone), and
the more armor points you have - the less dmg you will take
less dmg taken - less stagger.
