Full set of devcommands are working perfectly fine for me on 0.212.7. Are you trying to use them on a single-player local map or on a server? Devcommands have never been available on servers without using a mod (and mods are semi-broken right now until their maintainers release updates), only basic server management commands (like kick, ban, and so on), and even then only if you were in the adminlist config file.
