No there is not. This may well be the most requested feature. There has been no news about it being changed, mitigated, or optional at any point in the future. Easiest solution would be to disable rain with mods if you must avoid it altogether.
Roof tiles and angled beams prevent it beneath them. It damages structures to 50 percent health and no further. It also changes the color of structures. You can repair the damage for free with the hammer if you want to spend the time and have a bench close enough.
So far the ground, food, and blocking have seen major reworks and the mountains, combat generally, fishing, and decoration have all had more minor reworks and additions. The weather may be subject to change. In any update including mistlands. They like to keep this stuff close to the chest.
On the other hand I just listed every notable change to the game since release and none of it was dropped on us as a surprise on update day other than the ground rework (it may be the only reason we know it happened). Don't expect such a heavily requested feature to appear out of nowhere.
