You don't need cooked fish to kill Eikthyr, that is a silly concept and the reasoning behind why you can't just instantly craft a rod (as well as why you need a kettle to break fish down now)
As far as harpooning goes the simple reason is the bait system would have no reason to exist if you could spear whatever you want out of the water. Some can argue that the bait system is silly and that's fine, but at the end of the day fishing is a completely optional activity for those that enjoy it.
So if you are sitting waiting for a change to the fishing system to let you craft rods or spear/harpoon fish, I am extremely doubtful it will happen. It would not make sense unless they completely revamped the system.

Bait would have more than enough reason to exist if fishing rods were craftable, because to make a harpoon you need to make at the very least a karve to go into the ocean, so enter into bronze progression, and then FIND a leviathan somewhere at random in the world which is a 1% chance of spawning in ocean cells, its (now) even rarer than finding Haldor with his ten current potential spawns, used to be even more stupid only having one haldor in the entire world gen period.
So which one is it, is it reasonable to make the player scour the world to find one particular item of utility to fish or is it not? or is it just whatever is convenient to defend the game.
And yes, making fishing good by revamping the system is exactly my argument, they did some changes in mistlands and wasted a lot of opportunities to make it GOOD.
two years later the amount of copium and mental gymnastics in these forums is still the exact same.
