It would take more coding to make it variable like that. And as of right now, at least, there are other more important things they're working on. If you feel really frustrated you could get a mod to increase the radius of the revealed area. For a while I used one that just expanded the radius while controlling a boat, since the on ground radius felt fine, but I also felt like being on a boat in the water should have a bigger basic radius.
