Enemies can basically spawn anywhere there aren't player-made structures, workbenches, and fires. They can and will swim to get to you if needed, so you need a fully enclosed area with fires and workbenches to keep all of the spawns outside. And additional enemy types will begin to spawn in the meadows, specifically at night.
